New Off-Premise Carry-Out License

Please allow 6 to 8 weeks for processing of a new beer, wine or liquor license application from the time it is submitted until the license certificate is issued by the State.

  1. The location is not eligible to be licensed for carry-out liquor (Class E Liquor) if it:

    1. is in “Downtown Davenport” Section 17.48.020(e) of the Davenport Municipal Code.; and

    2. has not been licensed for carry-out liquor within the past one year; and

    3. is less than one-quarter mile (1,320 feet) from another location currently licensed for carry-out liquor within or adjacent to Downtown Davenport. Section 17.48.020(e) of the Davenport Municipal Code.

  2. If the location was not previously licensed and is zoned “HSD” Historic Shopping District, carry-out beer and/or liquor are prohibited. Section 17.27.030B.11 of the Davenport Municipal Code.

Application and Approval Process

Please follow these steps in the order listed:

  1. To submit your license application on-line, go to the State of Iowa’s Website The Iowa ABD “Electronic Licensing User Guide” is available on the Website. Be sure to follow the instructions for submitting a NEW application. Contact Iowa ABD with questions at (866) 469-2223 (Option 1 for Licensing Specialist).

    1. Please carefully read the questions from the Criminal History screen and provide answers as requested. Failure to disclose all incidents can result in denial of your application.

    2. If you have listed any criminal history on your application, provide a copy of the disposition of court and any related documentation.

  2. Please provide all of the following documents to Davenport City Hall/Revenue Division – 226 W 4th Street, Davenport IA 52801 to begin the approval process.

    1. 1,320-foot distance requirement(“Downtown Davenport”)affidavit, unless exempt

    2. 600-foot distance requirement affidavit, unless exempt. Measured lot line to lot line.

    3. Notarized signature form printed from your on-line application

    4. Sketch of premises,including living quarters,if applicable. Please provide a clearly marked sketch, listing location of the items on “Premises Information” screen of the on-line application. Mark accurate measurements, as your license fees are based on square footage. Please indicate the measurements of the entire premise and retail sales area. Retain a copy for your records.

    5. "Confidential" Addendum with financial documentation. This form requests background information and proof of financial responsibility. It must be submitted each year with the new and renewal applications.

  3. The application information will be routed for review to the Zoning, Fire, Police and Building Departments. When all department approvals have been received by the Revenue Division, your application will be placed on the Committee of the Whole agenda for City Council approval before processing by the Iowa Alcoholic Beverages Division.  **Note: Council agenda is set two weeks prior to each meeting and meetings are held twice per month.

  4. The following items are not required at the same time you submit your license application. However, they are required before your license can be processed by the State. 

    1. Lease agreement, warranty deed or final sales contract, or management agreement for the premises (building). Purchase agreements cannot be accepted. Please remember that, except under certain circumstances, the State will not back-date a license to an effective date prior to City Council approval and processing of the application and license, nor prior to the effective date of a lease or ownership of the building.

    2. Surety bond (required for Class E Liquor licenses only). The insurance company must verify coverage on-line before the application is endorsed by the City of Davenport for processing by the State. It is not necessary to provide a copy of the bond to the City.

    3. License or permit classes and fees. 

      ** Note: These fees are not transferred from the bank account identified on the signature page of your on-line application until the City approves your license application.

  5. When all of the above steps are completed, the City will endorse your license application for processing by the Iowa Alcoholic Beverages Division. 

    **Note: If the license effective date is within 10 days of City endorsement, you must deliver a cashier’s check (to City Hall) made payable to Iowa Alcoholic Beverages Division, in the amount of the license fees before the license will be processed.

  6. Iowa Alcoholic Beverages Division will email your new license to the email address provided on your application. Please print and post the license at the licensed premise.
