September 1, 2020 — A project to convert a temporary traffic circle at 6th and Vine streets to a permanent one is among three things to know for the Sept. 2/9 City Council cycle.

The council will also hear about the public-private partnership to upgrade Kaiserslautern Square and the endorsement for a federal grant to extend the Veterans Memorial Parkway Trail. The items will be discussed at the Committee of the Whole meeting Wednesday and be voted on at the Sept. 9 City Council meeting.

The temporary traffic circle where 6th and Vine come together has been in place since late 2018 but has been a neighborhood idea for several years.

The circle’s construction includes installation of a traffic circle as well as pavement removal and replacement, storm sewer intake and pipe removal and replacement plus ADA ramps and sidewalk improvements. The City Council will consider the $86,305 bid of Centennial Contractors of the Quad-Cities.

Alderman will also hear about awarding a contract for reconstruction of Kaiserslautern Square. This exciting project is a public-private partnership to reimagine a key public space in the heart of downtown named after our Sister City in Germany. To create a fun and comfortable experience, improvements include ADA accessibility and pavers, an interactive water feature, unique lighted walls and overhead lights, shade trees, different elevations for seating and events — all with green stormwater-management in mind.

The community raised $188,500 of the $770,450 project costs through funding from Downtown Davenport Partnership, Bechtel Trust, Regional Development Authority, Scott County Regional Authority, Duck City Bistro, and members of the general public who generously donated during the DDP fundraiser event held at Duck City in 2018.

The City has received a Transportation Alternatives Program grant to help pay to extend the trail from Veterans Memorial Parkway south on Brady Street to 59th Street. The approved grant amount of $530,917 requires a match of $240,000 and an endorsement by the City Council before a project agreement gets written by the Iowa Department of Transportation. The City amount is part of the Capital Improvement Plan.
