Davenport Fire Department uniform patchThe following list of fire marshal candidates have been submitted to the Civil Service Commission for approval at its meeting Wednesday.

The fire marshal position became open after the unexpected death of Assistant Chief/Fire Marshal Mike Hayman in October 2017.

The six internal candidates have a combined total of more than 150 years of fire service experience in all aspects of fire service, first responder, investigation, HAZMAT and emergency medical services.

The new fire marshal is expected to be announced later this week. The list is:

Captain Ron Burchette is a 26-year veteran of the Davenport Fire Department. He started in the Davenport Fire Department following graduation from the Houston, Texas Fire Academy in 1991. His climb through the Davenport fire service ranks began with his promotion to engineer in 1997, followed by lieutenant in 2001, captain in 2006 and hazardous materials officer in July 2014. Capt. Burchette is highly-trained and widely-recognized statewide for his management and skills in hazardous materials operations as a member of the Iowa Homeland Security Board and Commission and an instructor at the Iowa Law Enforcement Academy. Capt. Burchette has an Associate degree in Applied Science with an emphasis in Health, Safety and Environmental Technologies. He will complete his Bachelor of Science degree from Columbia Southern University in Occupational Safety and Health in 2019.

District Chief Mike Carlsten started with the Davenport Fire Department 24 years ago and has been a Davenport Fire chief officer for the past 11 years. His formal education includes an Associate of Fire Science degree from Illinois Central College, a Bachelor of Organizational Management degree and a Master of Organizational Leadership degree from St. Ambrose University. His list of fire service certifications include, firefighter and officer; CPR instructor; confined space, trench rescue, and ice rescue technician and numerous incident command and National Fire Academy courses. He is also an EMT. Chief Carlsten has been recognized by the Center of Public Safety Excellence as a chief fire officer, and he was the 2003 American Legion Firefighter of the Year award recipient. He actively participates in the community and is the advisor of Explorer Post 9508. He represents Davenport Fire as “Santa” at various functions and is a frequent presenter to the community on HAZMAT and technical rescue topics.

District Chief Paul Hartman joined the Davenport Fire Department in 1985 and has steadily climbed through the fire service ranks. He was promoted to engineer in 1995, lieutenant in 1998, captain in 2004 and has served as district chief since 2006. A cornerstone of Chief Hartman’s career has been his training in emergency medical services, law enforcement, EST, rescue, HAZMAT, arson investigation, dispatch, incident and scene command and communications. He attended the Iowa Law Enforcement Academy and is a sworn police officer and is also licensed as an Iowa, Illinois, and national paramedic. The Jaycees of the Quad Cities awarded him the Young Firefighter of the Year award in 1995, and he was recognized by the American Legion Post 26 with a Firefighter award in 2004 and 2005. Chief Hartman has an Associate in Applied Science degree in Emergency Medical Services.

Captain Robb Macdougall began his career with the Davenport Fire Department over 22 years ago and currently serves the department as the training officer. Of the 22 years, he has spent 14 of those years as a Fire cause and origin specialist and has 12 years of experience as an officer. Capt. Macdougall received his paramedicine certification from Trinity College of Nursing in 2003 and is currently pursuing a Bachelor of Arts in Fire Administration. He has significant hours in specialized training areas. He is a HAZMAT technician for the department and has participated in advanced automobile extrication training and attended numerous courses offered by the National Fire Academy. He was named Firefighter of the year in 2005 by the American Legion. He also enrolled in the 2018 cohort of the Davenport Strengths Institute, the city’s internal cross-department strengths-based leadership development program. Additionally, he spent seven years working for a private ambulance service. He has a background in construction including general contracting and has owned a small business for 14 years.

Captain Jim Morris joined the Davenport Fire Department in 1996. Prior to being promoted to captain in 2017, he served as the lieutenant fire marshal from April 2007 to August 2017 and was responsible for overseeing the fire department’s inspections program and assisting with investigations. Capt. Morris is a sworn fire investigator through the Iowa Law Enforcement Academy, paramedic, HAZMAT technician, a tactical medic for the Davenport Police Department, and was selected as a member of the statewide juvenile fire-setters task force. In addition to his Davenport Fire Department experience, he also worked for a private ambulance service and as a flight medic. Additionally, he works for various local law enforcement agencies. He holds numerous certifications including fire officer I and II, instructor I and is a certified pyrotechnician. Capt. Morris was awarded the Governor’s Award for outstanding contribution to the State of Iowa as the Investigator of the Year in 2011, and he has presented case studies at the Iowa Association of Arson Investigators in conjunction with the Scott County Attorney’s Office. He is currently pursuing his Associate Degree in Fire Science and was selected for the first cohort of the Davenport Strengths Institute, the city’s internal cross-department strengths-based leadership development program.

Lieutenant Nate Wilson has over 20 years of experience in emergency services and was promoted to his current rank in 2011. Prior to joining the Davenport Fire Department, Lt. Wilson served on the East Moline Fire Department, worked for a private ambulance company, and served as a volunteer with the Bettendorf Fire Department. He holds a paramedicine certification from Trinity College of EMS and an Associate Degree in Emergency Medical Services from Eastern Iowa Community College. Lt. Wilson recently attended the Iowa Law Enforcement Academy and is a sworn investigator with the Davenport Fire Department. He is also an active member of the Davenport Police Department Tactical Emergency Medical Services (TEMS) team and holds numerous certifications including investigator I, fire officer I, instructor I, and firefighter I and II.
