Flood Response 2018

Wednesday, October 31st  - 2:30 PM

After 30 days above the flood action stage of 13 FT, the Mississippi will finally fall below flood action stage sometime tomorrow.  Areas that spent a lot of time under water this past month are really showing it, with considerable dirt and debris left behind.  Crews will be actively returning areas to normal through the end of next week, and even into the week of November 12th for some areas.

The current river level is 13.23 FT and is projected to recede to 11 FT by Wednesday, November 7th.

The following is an approximate schedule of re-openings as we close communication on this flood event out with this post.

Roads

  • S Concord is expected to re-open sometime Thursday, November 1st or Friday, November 2nd.  Significant deposits of mud are challenging the timeline for re-opening.
  • Gaines St south of River Dr and all of Beiderbecke have been re-opened.

Recreation

  • The Credit Island Lodge is accessible; however, the remainder of the island remains closed.  The road around the island will not re-open until late this week to early next week due to mud and debris.  The playgrounds, shelters and grounds will not be suitable for use for up to two more weeks. These areas are still drying out and will need to be cleaned and returned to normal use.
  • The Riverfront Recreational Trail between Marquette and Credit Island will remain closed through the week, and possibly through the early part of next week.  Significant deposits of mud are challenging the timeline for re-opening.
  • Crews are continuing work to return LeClaire and Centennial Parks, as well as the adjacent pedestrian walk along the seawall, to normal.  These areas may not be returned to normal use until early next week due to mud deposits.

Facilities

  • The Compost Facility will be accessible via S Concord later this week when the road can be re-opened.
  • The flood walls at Modern Woodmen Park have been removed and returned to storage.

Events

  • Weekly Bingo is expected to return to the Credit Island Lodge Wednesday, November 7th.  All other events scheduled for the island are happening as scheduled.

Monday, October 29th - 2:30 PM

The Mississippi fell quicker than projected over the weekend.  The current river level is 14.05 FT, and expected to continue falling quickly, reaching 13 FT on Wednesday, October 31st.

Flood waters have left behind considerable deposits of soil and debris in some areas.  The following reflects projected re-openings.

We plan to issue our final flood update for this event on Wednesday, October 31st when more detail is available.

Roads

  • Water remains over portions of S Concord and Miller Ave.Staff has been flushing and clearing the roadway as the water recedes, and will continue until all water is off of S Concord. Staff estimates the roads will be re-opened sometime Wednesday or Thursday.
  • Beiderbecke is open to the east of Gaines.Beiderbecke between Gaines and Marquette will remain closed through late Tuesday or sometime Wednesday.
  • Gaines St south of River Dr will remain closed through the end of the week to allow crews to uninstall the flood wall.

Recreation

  • Access to the Credit Island causeway and the Lodge will return sometime Wednesday following repairs to the causeway and cleaning of the lodge.Although the Lodge and the causeway will be accessible, the remainder of the island will be closed due to standing water, debris and mud.We will provide a better estimate on the entire island’s re-opening with Wednesday’s update.
  • Portions of the Riverfront Recreational Trail between Marquette St and LeClaire Park are being opened as the water recedes and areas can be cleaned. The full trail will not re-open until late this week.Obey barricades placed.Traffic arms on various sections of the path will be removed as the path becomes safe for use; there is considerable soil deposit especially along the sea wall.
  • Cleanup continues in LeClaire Park.
  • The boat dock at Marquette Landing is accessible for use.

Saturday, October 13th - 3:30 PM

Well, it has certainly been an eventful couple of weeks, and it would seem higher than normal river levels are here to stay for a bit.

The Mississippi River crested at 18.12 FT earlier this morning and is expected to fall to below 17 FT some time Tuesday, October 16th.  From there, river levels are expected to hover around 16.5 FT through the week as rain from the Minnesota area and backwaters of the Wapsipinicon continue to make their way downstream. That being said, preliminary information from the National Weather Service is that we will be seeing a second crest of the Mississippi in the near future.  While the second crest is not expected to be has high as our current crest, this will keep the river higher than normal for a period of time.

We understand normal travel routes may be interrupted due to river levels, but remind everyone not to drive around barricades or through water over the road.  Doing so puts you at risk.

With this event the City of Davenport was able to secure the services of the Iowa Civil Air Patrol’s 41st Iowa Composite Squadron, based at the Davenport Municipal Airport, to obtain aerial imagery of the river as it crested around 18FT this morning.  These images support the city’s flood plan and will serve as a great resource for evaluating response and mitigation methods. We are sharing two of the images obtained with this update, Credit Island.  This event will be an initial test of structural flood measures installed in the lodge following renovation in 2014.

The current river level is 18.06 FT.  Find information about impacts and measures below:

Roads

  • S Concord between Utah and River Dr, and Wapello and Miller between Railroad Ave and S Concord are closed.

Friday, October 12th - 1PM

There are updates to how traffic is being re-routed due to flooding.  Many areas of River Dr between Division and Bridge have water over the road.

The River's Edge, Freight House Farmers Market, and Modern Woodmen Park remain accessible from Western.

Thursday, October 11th – 10AM

We are finally seeing a break after many days of rain.  With active weather coming to an end, the projected crest for the Mississippi is also becoming a little more certain.  Currently, the Mississippi is projected to crest at 18.5’ on Monday, October 15th.  Although minor fluctuations in the projected forecast may still occur, staff remains prepared to implement the flood plan as the river rises.

The public is reminded to stay safe by observing traffic signs and staying out of flood water. Turn Around, Don’t Drown.

Wednesday, October 10th - 3:00 PM

Rain, saturated soils and run-off, combined with high river levels, resulted in various closures along River Dr today.

Two new detours have been placed along River Dr at this time.

Sunday, May 13th, 2018 - 2:30PM

The Mississippi River crested at 17.41ft on Friday, May 11
th and has currently receded to 17.14ft.  The river is expected to continue to recede, reaching 15ft by Sunday, May 20th.

We have included one of the aerial images captured by the Iowa Civil Air Patrol’s 41st Iowa Composite Squadron on Friday with this update.  It is an image of Credit Island at river level 17.4ft. While the lodge is inaccessible by car at this time, as you can see Credit Island Lodge is not affected at this river level.

What the public might find interesting about the lodge, is that the city no longer puts a lot of preparation into protecting the facility due to flood proofing measures installed following a fire in 2013. Now, if the facility is impacted at higher river levels, there is little more to do than wash and sanitize the facility following a flood due to the flood proofing measures installed, such as: the installation of flood vents and moving electrical to higher elevations. This is a great demonstration of living with the highs and lows of the Mighty Mississippi, an open riverfront, and preservation of one of the city’s iconic facilities for many to enjoy for years to come.

Staff will continue monitoring river levels and are prepared to respond according to river level.

If river levels remain as forecast, the public will find roads and recreational facilities begin to re-open as the river recedes.

Roads

  • River Dr is closed between Iowa and Division. In addition, Myrtle, Perry, Pershing and Iowa are closed south of 2nd St. Motorists are advised to use 3rd and 4th Streets as an alternate to River Dr.Staff anticipates this closure will be removed mid-to-late week.
  • S Concord is closed between Utah and River Dr. Wapello and Miller are closed between Railroad Ave and S Concord. These roads will be re-opened after river levels recede to 13ft and debris can be removed from the roadway.
  • Beiderbecke is fully closed, and is expected to re-open later this week.
  • Gaines St is closed south of River Dr. Timing of the re-opening may be late this week or early the following week.

Recreation

  • Credit Island is closed. It is not likely the island will re-open until the week of May 21st after roadways can be cleaned.
  • The riverfront recreational trail between Credit Island and LeClaire Park is closed due to water over the road. Portions may re-open later this week.
  • Water has impacted LeClaire Park.
  • The boat docks at Marquette Landing have been removed. The docks may remain out of the water for two to three weeks. When re-installed, new docks are being placed.
